Later it develops that the house was robbed while Mr. Hartley was there and, of course, he is suspected.

In the aptly named Slowtown the townspeople don’t even have sufficient energy to "up and die." Mayor Van Poke, in office for the last 15 years, is so slow he can't get out of his own way. His daughter Dolly is the prettiest girl in town though. The frustrated sexton puts an ad in the paper for a Mayor that will put the Pep in Slowtown. Peter Pep, whose middle name is Speed with a capital S, gets the job thanks to his galvanizing presence. He puts pep into everything and everyone, even into Dolly's heart and they fall in love. Dolly makes a spirited stand for her father, but Peter wins out. In celebration Peter Pep marries Dolly, and they are off on their honeymoon in a cloud of dust.
Buddy Watson, the youngest of three brothers, and just getting accustomed to long pants, meets Elsie Forster at a church social and is smitten by the young lady's charms. He writes, addressing the letter simply, "Miss Forster," asking permission to call. Elsie gets the note and joyously answers "yes," but Grace, her sister, sees the letter and is quite sure he means her.
Left behind by his brothers on their fishing trip, Buddy is disconsolate until he sees Lilly, a stylish young lady from the city, who is visiting Mrs. Boyd, their next-door neighbor. He awkwardly makes her acquaintance, and it proves to be a case of love at first sight on his part. She is older than he and although secretly amused, is gracious to Buddy and he acquires such a swelled head that he passes haughtily by his old friends, Grace and Elsa Forster.
Perla Quaranta, a half-starved "daughter of Little Italy," is given the place in Carlo Bruni's "Butterfly Act" that is vacated by a chorus girl who has become overweight. Although Perla becomes friendly with Krug, the wire-man, she rejects him as a suitor, and in revenge Krug causes Perla's wire to break.
Fernie Schmidt (Colleen Moore) lives with her parents in the rear of their delicatessen. Because of her rejection of her father's chosen candidate for matrimony, Pop puts Fernie out of the house.
